You might like to read this;
"The NYC Conflicts of Interest Board has authority only over NYC public servants.
Unless the Town has an ethics board or unless a crime has been committed, no agency really has any power over this matter. You can contact the NYS Attorney General's Office, which should have an office in your area (check your phone directory); but their authority is limited. The District Attorney can look into it if a crime may have been committed, for example, if a Town official has an interest in a contract with the Town and also has power over that contract or if a Town official failed to disclose an interest in such a contract.

The laws were changed to protect the guilty. Mayor Guilianni had the contract to remove the rubble from the WTC before it even came down. Conflict of interest has more rights than citizens.

Perhaps disclosing that one has a wind lease is not full disclosure what is in the loyalty clause would seem to be the bigger issue here.

The loyalty clause is the big issue here, but is also the main focus in ethics violations. Once they disclose these conflicts, it's up to the town's own BOE to address them. With no town BOE no one else is going to do it for you. Read the laws. NYC is hardly help accountable, never mind the rest of the state.

By contract, hey aren't even allowed to disclose the terms of the contract. Contract law is an interesting subject. One line in it even states that anything in the contract that may be illegal is still binding on the grantee. ACCIONA has managed to distort the entire legal process and contract law. Even if these scumbags are held accountable in any criminal case they are still bound by the corporation. Like it says. They are between a rock and a hard place simply on all levels. A town cannot be run by such fools.
