The Comprehensive Plan is a guide or blueprint for the physical development of an area or region over a specified period of time.

Cape Vincent's Comprehensive Plan provides that for the area of the Town where the industrial wind projects are proposed, it clearly states the uses to be discourages are "Location of towers, prisons or utility facilities where there [sic] impact would have a negative impact on scenic vistas and tourism assets" while at the same time, the uses to be encouraged are Agriculture development that has minimum impact on important resources ,such as scenic natural vistas, working landscapes and tourism assets.[1]

The current zoning law's stated purpose is, among other things, to encourage the development of land for its most appropriate use within the town, and to conserve and protect the rural, agricultural, and scenic resources of the town,[2]
specifically the intent of the Agricultural residential district is to promote all types of development in the interior portions of the town, in a manner that provides the rural character and promotes active farming operations.[2]

Industrial wind development does neither. However, the interpretation that the only legally defensible position is that they are not permitted under the comprehensive plan may not hold

Ban wind. And above all be sure that the comp plan discourages all industrial development. Keep CV the way it is and don't water it down.

If you have such a sensitive aesthetic brain receptor that you can't stand the thought of one operating out sight, then perhaps you have a more serious problem, because Cape Vincent has blemishes. Its a beautiful town, but not unlike any other rural community their are a number of not so beautiful spots too. Are you singling out a turbine because of all the baggage that's come with it, because I can travel our roads and find far more that challenges my aesthetic sensibilities than the thought of a half-dozen whirlygigs. Is it the notion that our government is pissing away millions on a failed ideology and failed technology? Sure, I agree, but look at the handouts we give everyone and everybody - including the dairy industry. Government handouts have been going on long before any living Amercian was born and will continue long after everyone of us expires. Fact of American life, sorry to say. So, what's the rub, why the adamant, obsessive, neurotic paranoia about the whirlygigs? Perhaps it's the phallus, the size, the erect thrust into the clouds that can make us all seem small, some smaller than others. Perhaps that's it, some of us feel small and insignificant.
