Lost in Translation or Just Lost?

The Department of Public Service staff asks BP for clarification of the statement below concerning the Preemption of local laws

Section 2.31 Local Laws and Regulations (1001.31 Exhibit 31: Local Laws and Ordinances) (pp.186-206)

 5. The revised PSS should clearly identify what CVWP means when asserting that, “the Public Service Law general preemption of local laws” will relieve the applicant of its obligations to comply with a local standard.

Huh, BP used this phrase every time it talked about trashing Cape's local law, “the Public Service Law general preemption of local laws”.

But, DPS hasn't the foggiest idea what the hell BP is talking about.

Either BP's counsel is smarter than DPS legal department, or BP's counsel is dumber than a rock.

This will be an interesting to issue to follow - are they dumb or are they smart?
