Pre-application Intervenor Funding conference ~ Cape Vincent town government, WPEG awarded majority of wind project intervenor funding

CAPE VINCENT — The town government and Wind Power Ethics Group were awarded more than $80,000 in intervenor funds Tuesday night to hire six experts to help them review the Cape Vincent Wind Farm proposal.

In a draft ruling made at a pre-application conference for BP’s proposed project, case examiner and state Department of Public Service Administrative Law Judge Paul Agresta awarded the town of Cape Vincent and WPEG a total of $82,600.

Below is a list of requests and the funds allocated to each request.




Shomer Intervenor Fund Request  Acoustical engineer Paul D. Schomer, Schomer & Associates Inc., Champaign, Ill.
 Allocation for Schomer 16,855

McCann Intervenor Fund Request  Michael S. McCann, a real estate appraiser in Illinois, to assist the group with land use and property value issues.
 Allocation for McCann 15,940

Evans Intervenor Funding Request
Ornithologist William R. Evans, director of the nonprofit Old Bird Inc., Ithaca, for his knowledge of effects on wildlife and birds at commercial wind farms.
Allocation for Evans 6,542

Curtin Intervenor Funding Request 
Paul J. Curtin Jr., an attorney with Shulman, Curtin & Grunder, Syracuse, who has been representing the town in its dealings with the wind developer.

Dimmick Intervenor Funding Request   
 Kris D. Dimmick, engineer and vice president of operations at Bernier, Carr & Associates, Watertown, who would “review and critique” BP’s preliminary scoping statement for its proposed project, among other tasks.

Phillips Intervenor Funding Request
Carl V. Phillips, Director of the Populi Health Institute, Wayne, Pa., to develop a detailed list of health issues to address, along with a recommended approach and methodology for BP to follow in its studies of adverse health effects.

Last night was another winner for the Town of Cape Vincent. They came away with $83,000 of BP's money, only to be used by some high-priced helped that will only discredit BP's application. Not a good night for BP.

So, why did the Farm Bureau drop their request for $17,000 at the last minute? That was the big political story, but no report from the TIMES. All they had to do is call Roger E. Eastman, President, Jefferson County Farm Bureau. Maybe our bloggers should make the call.

5:53 Most likely BP encouraged Stumpt to rescind her request. I doubt they wanted to look like fools in front of Judge Egresta. He would have easily seen through their charade if they attempted to cover up the connection between VFW and BP.

I recall that municipalities were entitled to 50% of the total $100,000 in intervenor funds from BP. Yet, the Town of Cape Vincent managed to skim another $33,000 off the other half of the pile. Good job! I think the town had a good night and VFW had a bad night.

Perhaps someone reminded Stumpf that her husband has wind leases and it would be embarrassing for the Judge to have ruled against the request that had her name on it a as a rep of the Farm Bureau. What galls me is that one method that has been used by Stumpf has been to demean our comp plan and tourism potential a the same time she calls her business Thousand Island Goat Farm and markets locally in a store that could not survive without the business of the outsiders and seasonal that the CGF says should not have a voice in the community.

Thank you to the Wind Power Ethics Group who picked the right name.

At that time our State Rep in Albany had singed wind leases. He is now the Ag Commish.

And, Acciona and Bp had listed many of our public officials as having a financial interest in their proposed developments.

Did anyone see any donkey candidates there last night ? If you are running for town office it would be wise to at least make believe you are interested in the most important work the town has ever had to face in its history.

DON'T LET AUBERTINE, THE DEMOCRATS AND THE CFG TAKE BACK THE CAPE AND GIVE IT TO BP
