Cape town board decides not to hire Jim Millington for code enforcement

CAPE VINCENT — The Town Council decided not to act on the proposed Local Law No. 1 of 2013 that would have allowed it to hire a code enforcement officer.
Town officials had considered creating the position and have its zoning officer, James G. Millington Jr., conduct building inspections.[Watertown Times]

So what about that pool barn someone is building outside the Cape on route 12 going towards Clayton. No enforcement officer, it's free wheeling for all contractors. another black eye for our wonderful town board.

I think it's time to elect some new town board members that have the balls to do the job. Are they going to fire Jim Millington for his actions or let it slide by the side. Our town board members have to take some action or another black eye.

I have no respect for any contractor or public official who disregards the codes in any way. And that goes for Oswald who in the video seem to have agreed with Pearson that codes are a hinderance to small business.

On the video you can see Pearson's personal attack on Millington. So be it.

But now let's ask Pearson to defend his own record as a handyman. He put up a structure on his combination junkyard-farm on Stone Quarry Rd. There was some concern at he time as to whether it was a building for animals or an actual residence. When it started to look like an actual residence, it blew down during a wind that was quite normal for our town. Insulation was spread all over the west end of town. No apology, no fine, no restitution.

I ask Dennis, "Did you have all the proper permits for that structure?"

OK now let's look at Pearson's wind machines. Are they properly inspected and approved by the electric company? What about batteries if any. He brags that there is. Are they properly vented? Are in an area or occupancy?
As a matter of fairness since the CFG is out to deprive Mr. Millington's source of income, let us examine the business practices of the guy who wants to get the man fired. Ask Pearson if he reports all his income to the IRS when he sells his junk. That would be an interesting start.

Contractors have no problem with building codes. Their problem is with ENFORCEMENT of codes. The county codes department has a history of either not making inspections, not showing up for inspection appointments, not writing certificates of occupancy when they are needed, etc. We pay a lot of money to get code inspections and get poor or no service in many cases. County codes inspectors are pretty tight with contractors and tend to look the other way if one of their buddies is the contractor. Now do you understand why contractors do not want the Cape to hire anyone that they can't manipulate?

Councilman Byrne picks a strange time to "break away from the pack"

What the hell does he mean when he says this is not Town business?

He has been solidly behind the town's efforts to co-operate in the ART.10 process. This appears to be a golden opportunity to expose the failings, and disingenuiness of BP's PIP .


You can bet your bottom dollar that Chandler, and whoever the CFG thug was that accosted Councilman Schneider, knew full well that Clif represents the Town when he attends these functions.

This is bullcrap. Stop posturing ,Mr. Byrne, and defend your township.
