All designed to create the appearance of activity and the appearance of dialogue -- when in fact there has been precious little of that.

Wow 'em with a spreadsheet with a lot of words in a lot of little boxes. That should do it.

That is why CV is so lucky to have so many people dedicating their lives to be sure that they don't. And, the proper representation. In Clayton, we a just now getting on task and getting around to find a team that can get up to speed while CV was in it even during the draft of the law.
