BIG Wind Attorney MUSCATO asks PSC if Calvin Luther Martin has legitimate party status in the Parishville / Hopkinton Wind project

J.Muscato attorney for the Atlantic Wind  North Ridge Wind Energy Project in the Towns of Parishville and Hopkinton, St. Lawrence County, requested clarification from the Public Service Commission as to whether Calvin Luther Martin has a legitimate right to be a party in the Article 10 process.

The communication between Muscato and the PSC is interesting on two counts: it helps clarify a somewhat vague definition of "party status" and illustrates the active interaction between the PSC and lawyers representing wind developers.

Mr. Muscato has in another letter alluded to the "routine" interaction with PSC staff. This prompted me to contact Kevin Cassutto, the Presiding Examiner of the Galloo project and Kathleen Burgess, Secretary to the Commission on December 31, 2016 with a request for access to the staff. Six weeks have passed and there has been deafening silence.

I interpret the response to Mr. Muscato (actually Ms. Bomyea, Muscato would have written a better letter) to mean that in the pre application phase the PSC will create the illusion of inclusiveness, something they will sharply curtail once the application is filed.
