You make a key point that cannot be overstated. A wind farm in Cape Vincent would be much more than a Cape Vincent wind farm. It would be a Thousand Islands wind farm.

A Cape Vincent Wind Farm?

So Cape Vincent and Wolfe would be the industrial armpit of the Thousand Islands? Clayton would then be the cultural center after they close the Cape Vincent school because there would not be enough families who want to live in an armpit. Unless JT has his way. Then Clayton would haves its own stinky little armpit out near Depauville.

If you live in the TI and you think you don't care then find out where they are going to be. If you see them cut your home value in half and the be prepared to never sell.
