In describing the Art. X process to all of us ignorant citizens, BP fails to mention that Art. X represents taxation without representation by the New York State government. It embodies a theft of Home Rule rights by the State Legislature, and violates our constitutional rights to self- governance. It constitutes an immoral coalition of State Government and Corporate interests,joining to impose unwanted, detrimental, industrial development on unwilling communities.
Coincidentally,since the voters of Cape Vincent have expunged the illegal bias prevalent in their local government by the democratic process,and subsequently ,legally and responsibly revised our Comprehensive Plan, and Zoning Law, Art. X is the only vehicle left for BP to ravage this community.
There is no polite way to describe Art.X; it is an insult and an affront to every local governing body, and citizen in New York.
