CAPE VINCENT — Town officials are urging the Association of Towns of the State of New York to support a resolution calling for a ban on industrial wind development, pointing to a similar movement in Wisconsin.
The Wisconsin Towns Association last month adopted a resolution advising the Wisconsin Public Service Commission to enact a moratorium on wind farms after several noise consultants recommended to the PSC that more in-depth impact studies be conducted.[Watertown Times]
The Wisconsin Towns Association made this decision based on the results of a study that was done at the request of the Wisconsin Public Service Commission (Report # 122412-1)
“BP’s business developer Jim Madden told the Cape Planning Board that creating a project with a noise limit of 42 dBA — which would exceed Hessler’s suggested maximum threshold — would not be economically feasible,” Mr. Byrne said...

My hat is off to John Byrne on this initiative. Well done!
How is this going to sit with Andrew Cuomo? I thought we were supposed to be reasonable and co-operative? He won't like it one bit if some upstart town councilman ,looking to put a feather in his own political cap, howls publicly that the ART.X siting guidelines aren't adequate, riling up the Association of Towns.
This is not what Andy meant by being reasonable. What does he care what some researchers in Wisconsin are proposing.
Leave us alone in New York, we are open for business " NOW," not three years from now after some moratorium to study noise impacts expires.
Better be careful, the PSC could expedite BP"s application process by approving their PIP and moving right into the next phase-the dreaded scoping document development.
Too late for moratoriums and more studies. The time for that was last summer during the public comment period before the guidelines were adopted.
Andy's ready to go, can hardly wait to issue the first permit. He can smell the presidential office already. BP has paid for his ticket to get there, he just needs to get a few NY wind projects on his resume.
during the comment period I missed my opportunity to voice my opinion favoring the new zoning because some nut decided 3 minutes was not enough and held up the proceeding...I wanted to support the town but was not allowed because of his protest.
John Byrne was the man who had the courage to go against a very corrupt local government and start running a camera to document the reasons why they eventually lost the election.
Now, Start a Business in Cape Vincent is going after the town councilmen who cleaned up the corruption.
My guess is that STABICV is clearing everything through a community organizer.
One night after a pubic meeting I was was told by a very scary voter for wind and citizen for good government that he was going to get John Byrne if it was the last thing he would do.
Thank you John Byrne for your incredible courage despite what actions wind thugs might tryl
Hey start a business?
This discussion should not be about the honorable election of our present council.
It should be about the corruption of the wind developer lease holding public officials and why they were not elected and why this kind of thing should never happen again. The election is over....you lost, get over it.
Big deal, you won some battles, but you didn't win the war.
At least 2:21 you do call it a war which it is. A war that was started as an attack on our land use by wind developers, their community organizer and their local hessians, voters for wind. The attack on the majority of Capers, the seasonals and your former friends and family was un provoked and started by your kind. You are right, this war is not over and the resistance to industrial wind is growing, not just in Cape Vincent but around the world. At least many people in CV and Lyme can still hold their heads with pride and not have to hide behind Bp and their community organizer who you sold us out to for a few bucks and some green shirts and pizza.
John L Byrne is a man of honor. Years ago, John had the courage to speak up and point out the potential problems of industrial wind development. He was very patient and courageous while he took abuse from the pro wind supporters who are being advised and touted by Bp and Trieste Assoc. What John endured from some of the proclaimed "leaders" of this community was certainly embarrassing. He went to the town meetings at a time when others were afraid to attend and were driven away.. Remember when they tried to have John arrested for having a camera in the meetings? Thank you Mr. Byrne...you were right and continue to be right as the sound issue becomes an important reason for not putting industrial wind near populations like Cape Vincent.
11:09 pretty sure the previous commenter was referring to the public comment period for the ART. X proceedings, not the Cape Zoning public hearing.
Try to pay attention.
What's all the sudden attention to John Byrne?
Must be Urban's out of town.
4:22 You make it sound as if John single handedly routed out the corruption, and saved the Cape from the horrors of industrial wind tourbines. What are you, his campaign manager?
Get real and give credit where its due- to many resilient and courageous folks, whom John is only one of.
The noise situation and other stuff will destroy home values.
"What's all the sudden attention to John Byrne?"
The WDT article was about J. Byrne. That is why.
Let me add to all the others above who complimented Mr. Byrnes work. Of course, he is only one of the dozens of CV Town and Village public officials who are now actually looking out for the majority of the citizens and not their own self interest under the direction of Bp, their advisor and the greedy green gang.
When you do something significant that really matters and is posted on an important blog like this or in the media, 7:49 then the discussion and kudos will be about you.
wow! 9:24 you just made Pandora's day. She'll need a hat at least three sizes bigger!
I guess you know you've really made it big when your story is posted on this "important " blog.
Kudos all around for everyone who comments on this " happenin " website.
I'm speechless, just, just, wow!
Speechless in Cape Vincent.
Loved the tongue and cheek about Pandora. Yes, the blog may be small and insignificant in most eyes, but it does one small thing bettr than the fourth largest corporation in the world - BP. Pandora does what BP claimed they did in their Public Involvement Plan - they distribute information and educate the public about industrial wind.
It does something that BP to this day cannot bring itself to do - provide balanced, unbiased information. Of course, Pandora has her opinions, but she provides all the BP propaganda along with the truth.
This is more than BP can do on their Cape website. Doubt me? Try and find the Cape Vincent Economic Committees' report, or try to find WPEG's Schomer report on noise. All you get from BP is their advertising.
The joke in this town ain't Pandora's blog, it's BP's project proposal.
It is becoming increasingly apparent that there are some frustrated and angry "dead-enders" in Cape Vincent who want wind turbines in the town all the more because most of the people do not want them.
Speechless in Cape Vincent
It appears that the Bp-Triest-wind voter-citizen for good government pubic relations has been a disaster. Now an important part of your information program is to attack the source of information that changed the government and has given us a chance.
Love my new moniker, actually it is quite accurate.
Since the first news of wind leases became public knowledge in Cape Vincent, I have often been left speechless by the thoughts and actions of local officials and citizens alike.
There is no good substitute for rational, objective, thought. It is often the basis for good, sound decisions, actions, and speech.
Unfortunately many of the thoughts expressed, and actions taken by many folks, everywhere, concerning wind development are based on much less honorable and positive intentions-mainly greed, power, and unfortunately, for the unwilling victims, fear, anger, and disgust.
Congressman Bill Owens ends all of his correspondence with a plug for" nonpartisan, civil discourse". ??
And yes my references to Pandora's blog were tongue in cheek.
