BP’s project
manager has stated that this area was chosen for their project because of its wind,
and community support.
Issues
concerning Planning Board members and conflicts of interest are not the only
issues that may characterize BP’s development methods.
BP is asking
for approval of their project without bothering to release important details
about the impact and locations of their project to the community.
BP has not submitted a map that identifies the
location of every landowner involved, or the location of substations.
Bp has not answered questions such as how many
towers are they planning? Where will the
towers be? What are the environmental impacts? What about
the avian flyway , the water table, fire safety, blade shear and ice throw,
noise, road repairs, setbacks, payment in lieu of taxes.
Additionally concerns have been raised about BP’s
safety violations and lawsuits over oil spills, setbacks, interference with
aerial crop spraying, noise, property values, and setbacks from
non-participating property.
BP’s Project manager has said that several
environmental impact studies will be conducted to determine the impact on
wildlife but that past experience has shown wind generators have little impact
on wildlife. He also stated that other studies have shown that sound of a wind
generator doesn’t pose a health risk to humans.
It has also
been said that BP does not want to invest the money to complete the extensive
requirements without knowing if they will get the necessary approvals.

One big fight will be over the setback from roads and property lines. Bernier Carr Associates will argue that six times the total height of a turbine is rational, reasonable, safe and backed by science.
BP, the foreign company who has a problem not killing its workers at refineries and on oil drilling platforms, will argue that Cape Vincent's setback requirements are too restrictive and that we are overly concerned about public safety.
The other big fight will be about noise. Schomer, Rand, James and Driscoll will argue for Cape Vincent that the Cape's 35 dBA nighttime restriction is reasonable, rationale, safe and backed by science.
BP, the company with an abysmal safety record, will have Hessler, the consultant who picks the noisiest time of the year, the noisiest sites and the noisiest locations, will argue that wind turbines are quiet as refrigerators and that all those people complaining about turbine noise are hypochondriacs, anti-wind enthusiasts, or Starbuck coffee nuts who are out to spread lies and make life miserable for Trieste Associates.
The big fights will be fun to watch and we will all be waiting to hear Chandler and Harris begin to tear down our Comprehensive Plan and our Zoning Law. The only people in the crowd who will be applauding will be King Harold, who says they are coming, and VFW who wants their money dammit!
Imagine, some say the Town of Cape Vincent created Article 10 and that it should lie down and take its medicine and not fight, squirm and defend. But that is not the way it will go.
The past wind corrupted government was hoping to rely on their minutes and the wind industry as proof that "due diligence" was taken during development. Those who followed the meetings discovered that the minutes were becoming questionable while the community organizer's voter for wind members were carefully taking notes and reporting back to the developer. It appeared it was all being set up their way as the wind lease holders on the board and planning board were using the local government as a way to help bp along. When a question came up that seemed to be critical of pro wind direction, all hell broke loose and the PB chair would shut down the meeting. A brave man with a camera and a brave lady who confronted the planning board chair was not about to let it happen anymore. The bloggers started telling the truth and got sued. The government got changed. In my opinion, bp is flat out lying about the now well established serious problems of their turbines and necessary setbacks.
Those who make the money don't care about others and are willing to risk gutting the entire community.

you said,
"Imagine, some say the Town of Cape Vincent created Article 10"
I think your town may have helped some. You have the Ag Dept head there. In my opinion lI think he was aware of and involved in wind there from get go. I don't think he is the sharpest plow in the field and offered up your community. Remember he was selling you as NY energy valley.
Hoen's work was done seven years ago. It was full of holes. The real truth about wind's impacts is now gaining strength and recognition.
OMG!!!!! Living proof that the operation of BP is the same anywhere. They just want their permit and then do whatever they want....no listening to anyone! Just get the turbines up and going and move on to the next hopefully unsuspecting community. They just want whatever subsidies they can get to make the most amount of money.
BP does NOT want real dialog with anyone.

Attend Cape meetings to view BP behavior for yourself.
One good reason to contribute to the bloggers defense fund. At the trial the voter for wind, bp lease signering plaintiffs and the head of the Citizens for Fair Government will be asked questions about why the bloggers think the two lease holding councilmen got deprived of their public office. The bloggers will be able to tell lots of very well documented stories of the stuff they did. And if the community organizer helped them with guidance. A lot of more public information will be learned at a good time.
