Section on tax breaks for wind projects expected to be nixed from JCIDA proposal

Policy should be linked to jobs, regardless of the type of development, just as Gray proposes and past policy suggests. How about a formula that relates number of new jobs to reduction in real tax liability? How about some follow up, too? if jobs aren't created as agreed, then a fall back to FULL taxation. I don't like Alexander's notion that "large capital investments" all by themselves are a benefit to the community - if jobs aren't created then how to local communities benefit??
