Dear Secretary Jaclyn Brilling:
BP (Cape Vincent Wind Farm) representative Richard Chandler has indicated that BP plans to hold at least one more public information meeting in Cape Vincent.

 The first public P.I.P. meeting (Oct. 23, 2012) enabled the Town and Planning Boards of both Cape Vincent and Lyme to learn, for the first time, more than we previously knew about BP and their plan. We were able to ask questions of and make comments to Mr. Chandler. This first meeting was requested by the municipalities. Therefore, it was formatted to force BP to  address our concerns in front of a large (approx. 300) public audience. In spite of the fact that many of the important questions were avoided by Mr. Chandler providing vague, indirect or meaningless responses, the format was of value.

The second, so called, P.I.P. meeting was formatted by BP and was primarily a sales promotion and was of little or no value to the general public.

My concern is that BP's next public meeting will be of little importance to us unless BP is again forced to face the public in an open forum and provide meaningful responses to all questions asked by the public. In other words, the format should be the same as the Oct. 23rd format except Mr. Chandler would answer to the public rather than to the Boards. I am certain that many of the approx. 300 Oct. 23 attendees are begging for an opportunity to be publicly involved in the P.I.P process.

Any assistance you or your colleagues could provide to enable the citizens of Cape Vincent and Lyme the opportunity for direct communication with Mr. Chandler during the next BP public meeting would be greatly appreciated.
