To Be or Not To Be ~ VFW~ that is the Question

The Jefferson County Farm Bureau applied for Intervenor funding one of the contact people listed on the application was Karen L. Stumpf a designated representative, Jefferson County Farm Bureau.
 And wife of BP Wind Lease holder Willard Stumpf.


In September when BP submitted their Public Involvement program they included the following statement concerning the depth of their community outreach.

Beginning in 2007, the BP wind energy team has been actively conducting a public outreach program to educate, involve, and engage stakeholders early in the development process of the proposed Cape Vincent wind farm. In 2007, BP retains the services of Marion Trieste and her team of public outreach experts to assist with planning events to educate and engage the public. As part of this effort, BP assisted a group of local wind power supporters and the towns of Cape Vincent and wind to form a group known as voters for wind. Voters for Wind has a website to disseminate information about wind power and also meets regularly to help educate their neighbors about wind power.

 As an outspoken proponent of wind development Karen Stumpf has expressed her opinion numerous times at town board meetings.

 She has been referred to publicly as a spokesperson for Voters for Wind and she has never denied being affiliated with BP’s outreach organization. As a matter of fact  
At the Town Board meeting of July 14, 2011,  Karen Stumpf presented the results of   a Voter For Wind research excursion to Wolfe Island.

Recently Town of Cape Vincent Attorney Paul Curtin submitted a letter to the Public Service Commission concerning Intervenor funding.
The Town was concerned that special interest Groups, such as Voters for Wind, may request funding for expert opinions, perhaps for the purpose of denying or limiting funds that might otherwise go to parties that are perceived to be critical of BP's project. We question the legitimacy of distributing BP's Intervenor funds to a group that is already affiliated and funded by BP.
   How do you determine if someone is a voter for wind? One may find information about members at the Voter For wind website that BP listed in their PIP however interestingly enough the link to their website is no longer accessible.

A Voter for Wind who took that trip told the Cape Turbine Economic Committee that the head honcho at Trans Alta said bird kills were no problem because they shut them down during migration.

The Public Service Commission should be very careful about any Voter for Wind disinformation that is thrown their way.

I have been on many wind turbine tours. Those given by the wind developer and those given by citizens who have suffered economic losses and other impacts. If anything else, Judge Agresta and the PSC will get to hear both sides of the issue. They already know wind is a bad business and energy model. Now they have to decide if it is worth pissing off people and destroying the future of their home investments and their communities.

The integrity of the ART. X process will be tested during the intervenor funding hearing. Throughout the documents that explain the rules,procedures,and guidelines it is repeatedly expressed that the principle of ethics will be adhered to. No conflicts of interests due to financial connection will be tolerated.

Karen Stumpt clearly represents such a conflict,since she herself admittedly points out she is the wife of a leaseholder,and an active member and spokesperson for the Voters for Wind, an advocacy group,whose organizer Marion Trieste and Assoc. is funded by BP.

A boneheaded move by VFW to have Mrs. Stumpt request intervenor funds. Should have picked a wind supporter who would not have a conflict. -Oh wait, I guess there are'nt any.
